Chadiza Town Council serves as the primary local government authority for Chadiza District in Eastern Province, Zambia. Established in 1949, the district has evolved into a hub of development and community engagement. Located approximately 80 kilometers south of Chipata along the Pembamoyo Road, the Council plays a crucial role in delivering essential services and fostering sustainable development for its residents.
One of Chadiza Town Council’s primary responsibilities is the development and maintenance of the district’s infrastructure. The Council constructs and maintains public roads, streets, sanitary lanes, bridges and water courses while removing obstacles that impede transportation and accessibility.
Recent infrastructure projects demonstrate the Council’s commitment to improving connectivity. The Council has rehabilitated roads in Chanjowe Ward and completed grading of a three-kilometer stretch along Pembamoyo Road in the Central Business District, both funded through the Constituency Development Fund (CDF). These projects enhance accessibility for residents and support local economic activities.

The Council establishes and maintains sanitation and drainage systems to facilitate the removal of refuse and effluent. These services are essential for maintaining public health standards and ensuring a clean environment for all residents. The Council’s public health department works continuously to prevent communicable diseases and manage waste effectively across the district.
The Council is mandated to maintain law and order and ensure effective administration of local authorities for national security. This includes coordinating with national security agencies and implementing safety measures within the district.
Recognizing Chadiza’s agricultural heritage, the Council controls the keeping and movement of livestock, slaughtering of animals, and sale of meat, and enforces the disposal of diseased animal carcasses or meat unfit for human consumption. The Council also takes measures for the storage, marketing, and preservation of agricultural produce, which is vital for a district where agriculture forms the economic backbone.

The CDF is a government fund allocated to constituencies to support local development projects, improve infrastructure, and enhance service delivery at the community level. Chadiza Town Council plays a central role in administering these funds and ensuring they reach communities effectively.
The Council’s 2025 CDF projects include construction of new Outpatient Departments with delivery rooms, water schemes, and ablution blocks across various wards including Manje, Kapachi, Kampini, and Chamandala. These healthcare facilities will transform medical service delivery in rural communities, ensuring expectant mothers no longer need to travel long distances for maternal care.
The Council has established Ward Development Committees (WDCs) which serve as essential conduits between residents and local authorities, ensuring that development initiatives are tailored to address the unique challenges and aspirations of each community. These committees include representation from various sectors including extension officers, NGOs, persons with disabilities, and traditional leaders.
WDCs are local governance structures responsible for coordinating development activities at the ward level, serving as a link between the community and the local council. They ensure community participation in decision-making processes.

While primary education infrastructure falls under various ministries, the Council supports educational development through infrastructure maintenance and the administration of CDF bursary programs that help students access secondary school and skills training opportunities.
As an agent of the Central Government, Chadiza Town Council administers land matters on behalf of the Commissioner of Lands. The Council is responsible for identifying land for residential, commercial, and other uses, ensuring orderly development and proper urban planning within the district.
The Council actively promotes community empowerment, with Council leadership urging civic leaders to ensure that groups receiving empowerment grants establish economically viable ventures that enhance livelihoods and create sustainable economic opportunities.
The Council has prioritized healthcare access as a fundamental service. Through CDF funding, the Council is constructing comprehensive medical facilities in underserved areas. These new facilities will be complete medical installations that address multiple community needs, with inclusion of delivery rooms ensuring expectant mothers receive proper maternal care locally.
Clean water access remains a priority for the Council. Water schemes being developed will provide reliable clean water supply for medical procedures and general hygiene, significantly improving public health outcomes across the district.
Chadiza Town Council serves as a comprehensive service delivery institution, addressing infrastructure, healthcare, sanitation, agricultural support, and community development needs. Through effective management of the Constituency Development Fund and collaboration with Ward Development Committees, the Council ensures that development reaches all corners of the district.
