WHAT IS THE ZAMBIA DEVOLUTION SUPPORT PROGRAM?

The Zambia Devolution Support Programme (ZDSP) is a transformative USD 210 million initiative that's reshaping how local government works in Zambia. Running from July 2022 to June 2028, this World Bank-funded program gives local councils the tools and resources to effectively serve their communities.

The people who know what a community needs are the people who live there. ZDSP gives local councils the authority and resources to respond directly to local priorities, rather than waiting for decisions from Lusaka.

For years, Zambia's local authorities have faced challenges that prevented quality service delivery:

  • Chronic resource constraints with councils lacking funding to meet responsibilities
  • Institutional capacity gaps in personnel, systems, and processes
  • Unbalanced territorial development favoring urban centers
  • Accountability and transparency deficits undermining public trust

Main Goal: Strengthen the financing, institutional performance, and accountability of Town Councils in Zambia.

  • Enhance local service delivery with adequate financial resources
  • Strengthen institutional performance in financial management and procurement
  • Promote transparency and accountability through oversight mechanisms
  • Create predictable fiscal transfers for local development
  • Foster equitable development across Zambia
  • Town Councils: All 96 eligible councils receive capital grants and capacity building

  • Vulnerable Groups: Special attention to women, youth, and marginalized groups

THE MONEY: HOW THE GRANT SYSTEM WORKS

Stage One (Years 1-2): Basic Capital Grants of USD 200,000 per year for councils meeting minimum conditions

Stage Two (Years 3-5): Performance-Based Grants of USD 500,000 per year for high-performing councils

Total Potential: USD 2.5 million over five years per council

Infrastructure Development

Public Facilities

  • Community centers and conference halls

Minimum Conditions for Basic Capital Grants:

  1. Financial Reporting: Submit Annual Financial Statements by March 31st
  2. Clean Audit: No adverse audit opinion or disclaimer
  3. Essential Staffing: Council Secretary, Finance Officer, Procurement Officer, Planning/Engineering Officer in place
  4. Procurement Compliance: Procurement Committee reviews all contracts prior to award
