Functions of Chadiza Town Council

We are entrusted with comprehensive responsibilities to ensure the wellbeing and development of our community:

1 Law & Order: Maintain law and order and effective administration to ensure national security within our jurisdiction
2 Livestock Control: Control the keeping and movement of livestock, slaughtering of animals, and enforce disposal of diseased carcasses
3 Agriculture: Take measures for storage, preservation of agricultural produce and prevention of waste, conservation of natural resources
4 Safety Standards: Control the manufacture, storage, sale and use of petroleum, fireworks, gas and other dangerous substances
5 Infrastructure: Construct and maintain public roads, streets, bridges and water courses throughout Chadiza
6 Sanitation: Establish and maintain sanitation and drainage systems to facilitate the removal of refuse and effluent
7 Civil Registration: Provide for the registration of births, marriages, deaths, clubs and enumeration of persons and property
8 Education: Establish and maintain colleges, schools and day nurseries within Chadiza district
9 Community Development: Prepare and administer schemes for community participation in development initiatives
10 Street Lighting: Establish and maintain a system of street lighting in public places
11 Fire Services: Establish and maintain firefighting and prevention services to protect life and property
12 Food Safety: Control persons and premises engaged in manufacturing, storage, and distribution of food or drink
13 Urban Planning: Prohibit and control the use of land and erection of buildings for orderly development
14 Building Safety: Demolish or remove buildings which are a danger to public health or safety
15 Public Amenities: Establish and maintain parks, gardens, camping grounds, and open spaces
16 Healthcare: Establish and maintain hospitals, clinics, health centers and environmental services
17 Burial Services: Establish and maintain cemeteries, crematoria, and mortuaries

CAPACITY FOR DEVOLVED FUNCTIONS

Chadiza Town Council is actively working to fulfill its mandate in providing public services and enhancing social and economic development to local communities within our district boundaries.

Our Current Capacity

  • As a town council, Chadiza's capabilities and financial strength differ from larger cities like Lusaka or other district councils
  • Our provision of services depends on the balance of Estimates of Income over expenditure, meaning we can only spend as much as we earn in terms of service delivery
  • The Decentralization Policy ensures that Chadiza's local communities will be empowered by devolving decision making authority, functions and matching resources from the centre to the lowest level in order to improve efficiency and effectiveness in the delivery of services

FINANCIAL RESOURCES

Sources of Income

  • Local Revenue Generation: Income generated within Chadiza Town Council area through various local economic activities
  • Government Grants: Annual grants from the central government to fund capital projects and development initiatives
  • Property Rates: Revenue from property rates and other local taxation sources
  • Revenue Collection: The actual resources accessed depend on our local economic base and revenue collection efficiency

As a town council, Chadiza receives support from the central government while also being encouraged to generate own income from local sources to supplement our service delivery budget.

CREDIBILITY AS AN INSTITUTION

Legal Standing

The credibility of Chadiza Town Council stems from the fact that we are a body corporate entity created by an Act of Parliament, legally established as an Agent of the Central Government in the promotion of social, political and economic development at the local level.

Local Democratic Governance

Chadiza Town Council operates a representative local governance system to elect councillors who have powers to make policies at local level.

  • Bottom-up Decision Making: Ensuring Chadiza residents' voices are heard in all policy and development decisions
  • Citizen Participation: Chadiza residents are involved in decision making by electing their ward representatives who petition for their needs in the Council Chambers
  • Community Involvement: Area-based interest groups in Chadiza are actively involved in community development initiatives

Any person who is ordinarily resident in a given geographical ward within Chadiza Town Council area is free to seek election to the office of Councillor to represent the electorates.
